  2. Add garlic, onions, olive oil & cook until meat is fully cooked.
  3. Mix in water, broth, tomato sauce, diced tomatoes, Italian seasoning, bay leaves, seasoned salt, pepper, and adobo seasoning. Mix well.
  4. Lower the heat, cover, and let it cook for about 20 minutes, stirring occasionally.
  5. Add the uncooked elbow macaroni to the skillet, stir well to combine.
  6. Cover and allow to simmer for about 30 minutes.
  7. Remove the bay leaves once cooked.
  8. Stir in the cheddar cheese until combined.
  9. Add mozzarella cheese right before serving.
